Mr Chin was the Director General (Trade) of the Ministry of Trade and Industry, till his retirement from the Singapore government service at end 2006. From early 2007 till end 2011, Mr Chin continued as a Consultant to the Ministry of Trade and Industry on trade issues.
Mr Chin holds a Bachelor of Science degree (1st Class Honours) in Engineering from Newcastle-Upon-Tyne Polytechnic, UK. Mr Chin attended the Advanced Management Program XI, The Wharton School of the University of Pennsylvania, on the fall of 1992.

He is also is a Senior Fellow with the Singapore Institute of International Affairs (SIIA), a leading think-tank in Southeast Asia. Previously, he served at the ASEAN Secretariat for 16 years holding several senior positions with the last being the Deputy Secretary-General of ASEAN (Deputy Minister level) for ASEAN Economic Community (AEC) from January 2009 to March 2012.
He received the first Lee Kuan Yew School of Public Policy (LKYSPP) Outstanding Alumni Award in 2011 and the Commander of the Sahakmetrey Order Medal from the Kingdom of Cambodia in 2012 for his work in ASEAN and East Asia.
