01 | ABOUT LIFTING-THE-BARRIERS INITIATIVE
- The Lifting-The-Barriers Initiative (LTBI), a joint collaboration between the CIMB ASEAN Research Institute (CARI) and the ASEAN Business Club (ABC) was launched in 2013 to identify bottlenecks and barriers hindering free trade within ASEAN member nations and to help achieve the goal of the ASEAN Economic Community.
- Following the success in 2013-2015, we are proud to launch the Lifting-The-Barriers Initiative(LTBI) as a standalone platform to continue the sectoral gap analysis for ASEAN.
02 | METHODOLOGY
The LTBI is divided into four phases.
- The “Lifting-the-Barriers Roundtables” convenes around sector-based discussion with vertical emphasis on issues specific to the selected sectors.
- The LTBI convenes the shapers of business and policy makers of ASEAN, Asia Pacific and world economies, for a discussion on the economic future of the region conducted in the context of a global economy in profound transformation.

04 | SECTOR LTBI STRUCTURE
The LTBI is divided into four separate deliverables:
Deliverable 1: Preliminary Paper
- The Preliminary Paper will take the form of a guiding document and will be completed before the LTBI Roundtable take place to provide direction and structure to the discussions at the LTB Roundtable
- An overview of the relevant sector in each ASEAN country that is intended to provide background information of the business landscape in that country and to assist understanding of environment and challenges faced by industry operators
- The paper will provide regulatory and policy provisions related to the sector in the context of the AEC
- CARI, the Research Partner and the Sector chair will contribute to content this paper by scoping suitable themes and mapping the stakeholders to be invited to the discussion
Deliverable 2: LTBI Roundtable
- The Chair organisation will also preside over roundtables and with the Research Partner, steer the discussions there to achieve our objectives
- Each roundtable discussion will have not more than 25 discussants from various stakeholder groups. However, Sector Chair can open for observers to not more than 50 pax in total
- Research Partners will be tasked with moderating their sector roundtable
- The feedback from the stakeholders and discussants will be compiled by the Research Partner and form the basis of Deliverable 3, the LTBI Report
Deliverable 3: LTBI Report
- The Chair organisation will also preside over roundtables and with the Research Partner, steer the discussions there to achieve our objectives
- Each roundtable discussion will have not more than 25 discussants from various stakeholder groups. However, Sector Chair can open for observers to not more than 50 pax in total
- Research Partners will be tasked with moderating their sector roundtable

Deliverable 4: Finding Socialisation
ABC will be using the findings of LTB reports to push for policy advocacy through various channels:
- Electronic distribution of reports to key stakeholders
- Engagement with ASEAN Bodies to provide key recommendations
- Research Partners will be tasked with moderating their sector roundtable
- Channel through to reports leaders through ASEAN Business Advisory Council or other related avenues
